The Frisco City Council approved an agreement for a public-private partnership on a 320-acre mixed-use development on the northern edge of the city, according to a media report.

The council approved a memorandum of understanding Tuesday night with Cleveland-based developer Forest City Commercial Development and its partner, Ernest Mahard Jr., to develop the southwest corner of the Dallas North Tollway and U.S. Highway 380, according to the report.

Mahard is the president and CEO of Prosper-based Mahard Egg Farm Inc. and other Mahard entities. He is a North Texas resident and owns the development's land site.

The project is called the Frisco North Development and will include retail, residential, office, entertainment and a hotel. The development will also feature parks and several lakes.
